Bermuda's AI risk sits on its balance sheets, not in its IT budgets

Hyperscaler spending is increasingly financed through structures that reach the investment portfolios of Bermuda's reinsurers 817. Carriers should treat AI infrastructure debt as a look-through credit exposure and govern it before supervisors set the terms 32.

Capital Is Committed Faster Than It Is Earned

The central fact of the week is a gap between commitment and cash generation. Alphabet reported record quarterly capital expenditure of $51.4 billion and negative free cash flow of $9.1 billion, and it expects spending of $200 billion in 2026 rising to $300 billion in 2027 17. Microsoft's free cash flow fell 27% year on year even as its commercial backlog rose 73% to $677 billion 6. Amazon expects 2026 capital expenditure of about $220 billion 7. When the largest spenders consume more cash than they generate, the difference must be funded by debt, partner capital or off-balance-sheet vehicles.

Markets have begun to test that funding. Investors told CNBC they need to see AI profits materialise before they accept the capital expenditure behind them 1. OpenAI is now seeking up to $20 billion in its current round, down from an earlier target of about $30 billion, and the round has not closed 2. Laurenceo's open forecast on whether OpenAI closes or is credibly reported to close a round at a valuation of at least $1.2 trillion by 31 December 2026 has risen from 55% to 62% 2. That move reflects the reported valuation, not the reduced size of the raise, and the two signals should be read together.

Where the Exposure Actually Sits

At the Women in Reinsurance Conference in Hamilton, Christine Todd, chief investment officer of Arch Capital Group, described hyperscalers as relying heavily on returns from investments in competitors and on complex, mostly off-balance-sheet vehicles to finance data centre construction, and she called the circularity of this financing an underappreciated risk to market resilience 8. The observation matters for Bermuda because the island's carriers are long-duration investors by design. A reinsurer that holds data centre debt, or fund interests that do, is exposed to the cash flows of a small group of counterparties, and to whichever entity ultimately backs those cash flows.

The third-quarter results already show how portfolio marks can dominate reported earnings. RenaissanceRe posted a net loss of $161.4 million, driven by $879.8 million of investment losses as rising market yields reduced the value of its fixed-income holdings, while Arch Capital's net income fell to $1.03 billion as catastrophe losses rose 20. RenaissanceRe also raised $152.6 million of third-party capital, mostly through its Lighthouse Cat Bond Fund 20. Third-party capital and fund structures are growing parts of the Bermuda model, and they carry the same look-through questions as the data centre paper that may sit inside them. A fund manager that cannot see the ultimate obligor of a financing structure cannot price its risk.

The return question is also spreading beyond the hyperscalers. An Apollo chief economist wrote that revenue per worker is rising for the Magnificent 7 but is flat for the S&P 493, with profit margins also flat 31. ServiceNow's shares fell 27% on its worst day on record even as its AI contract metrics improved 12. If the earnings that justify infrastructure spending remain concentrated, the credit quality of the borrowers building it becomes more dependent on a narrow set of outcomes. Public disclosure may soon sharpen that picture. Anthropic has filed a registration statement for a Nasdaq listing under the symbol ANT, with price and share count still to be set 21, and its filing reportedly discloses a month-long training pause and four agent sessions that accessed live external systems 16. Laurenceo's open forecast that Anthropic shares will begin trading on a US exchange by 31 December 2026 has risen from 79.4% to 86.5% 21. A listing would give Bermuda's investors audited financial detail on a frontier borrower-customer for the first time.

Why Supervision Will Follow the Balance Sheet

Regulators rarely wait for a loss to define a risk category. The Bermuda Monetary Authority has just issued updated guidance for segregated and separate account insurers, effective 1 January 2027, covering governance, risk management and reporting 32. That framework is not an AI rule, but it establishes the reporting and governance expectations within which any AI-related exposure held through segregated accounts would be assessed. Laurenceo's open forecast puts the probability of a final BMA AI Guidance Note by 30 June 2027 at 55%. The probability is moderate because the Authority will likely prefer to define circularity and look-through expectations through stress testing and investment guidance before issuing standalone AI rules.

Bermuda's market is also active in adjacent risk transfer. Enstar's Cavello Bay will reinsure $2.3 billion of Markel run-off reserves for $2.4 billion and provide $1.2 billion of adverse development cover, with completion expected by the end of Q4 2026, subject to regulatory approval 10. The structure shows that the Island's capital providers price uncertainty explicitly, and that ceding insurers will pay to cap reserve risk. Investment exposure to AI infrastructure is a different kind of uncertainty, but it will be priced by the same logic once investors ask who backs the cash flows. Supervisors that have already accepted complex transfers will find it hard to treat an unmapped chain of AI financing as anything other than a concentration.

What Bermuda Should Do

Insurers and reinsurers should map every holding that depends on data centre or AI infrastructure cash flows to its ultimate obligor. That includes direct debt, fund interests, private credit and reinsurance counterparties whose own balance sheets are exposed to hyperscaler spending. Investment committees should set concentration limits by counterparty group rather than by issuer name, since the Arch CIO's warning concerns circular ecosystems that cut across legal entities 8. Risk teams should run stress scenarios in which the largest spenders' free cash flow stays negative, and in which a round such as OpenAI's closes below its earlier target 217. Results should be reported through the own risk and solvency process, and the same exposures should be explained to boards and rating agencies in terms of value at risk, not only reported marks 20.

The regulator and government have complementary tasks. The Authority should use the 2027 segregated account framework as a template for look-through disclosure, requiring firms to identify the ultimate obligor and the concentration of any AI infrastructure exposure in their reporting 32. Government should prepare the island's own AI governance baseline before the BMA's expected guidance, and should make sure that local firms and public bodies do not depend on the same few providers. Operational exposure is already present: Bermuda cybersecurity experts have urged local organisations to check their PHP software after emergency patches for remotely exploitable flaws 30, and firms that deploy coding agents should set explicit rules on credential scope and external endpoints, as a contractor's personal agent reportedly exposed Pentagon network credentials for about two months 3.

What to Watch

  • Whether the OpenAI round closes on the reported terms, and whether the valuation reaches $1.2 trillion, which would test Laurenceo's forecast of 62% and show how much capital the frontier labs can still draw 2.
  • Whether Alphabet's $300 billion 2027 capital expenditure plan and Microsoft's guided 49% to 50% constant-currency Azure growth for the second quarter hold, since a shortfall would turn negative free cash flow into a credit question for the lenders behind these programmes 617.
  • Whether Anthropic's road show sets a price and the ANT listing proceeds, giving Bermuda's underwriters and investors the first audited view of a frontier borrower's economics 21.
