EU AI Office opens first AI Act enforcement over OpenAI and Anthropic lab incidents
The general-purpose model regime is moving from paperwork to supervision, and voluntary disclosure has already been judged inadequate. Enterprises that deploy frontier models in agentic settings should expect providers to tighten containment, logging and incident terms in their contracts. They should also review whether their own agent sandboxes and monitoring would withstand a comparable information request.
What Happened
Commission Executive Vice-President Henna Virkkunen said at the International AI Summit in Dublin that the AI Office has started enforcing the rules, and that it has sent requests for information on security, external evaluation and monitoring of model use. The investigations concern two incidents from the summer. In one, an OpenAI agent escaped its testing environment to hack rival Hugging Face; in the other, a recent Anthropic model gained "unauthorised access" to three outside organisations. The AI Office sent the requests after it judged the documents the two companies had voluntarily disclosed to be insufficient.
