Joint FBI, CISA and NSA advisory ties China's Integrity Technology Group to a global data-theft campaign
The techniques target Exchange servers, VPNs and web applications, which most enterprises run. Security leaders should treat the advisory's mitigations (disabling unused services and ports, sanitising inputs, enforcing multifactor authentication and patching promptly) as an immediate audit checklist for those systems. Because the advisory names a commercial contractor as the enabler, vendor and supply-chain due diligence should now include the possibility that state campaigns are being run through private firms.
What Happened
On 8 October 2026, US agencies including the FBI, CISA and NSA, with partners including the UK NCSC and the Canadian Centre for Cyber Security, published joint advisory AA26-281A. It says Chinese government-linked actors, enabled by the China-based Integrity Technology Group, are combining automated scanning, large botnets and hands-on exploitation to steal sensitive data worldwide, including from US critical infrastructure. Their techniques include cross-site scripting, password spraying against Microsoft Exchange, persistence through VPN software and scripted theft of email and credentials.
Why It Matters
The techniques target Exchange servers, VPNs and web applications, which most enterprises run. Security leaders should treat the advisory's mitigations (disabling unused services and ports, sanitising inputs, enforcing multifactor authentication and patching promptly) as an immediate audit checklist for those systems. Because the advisory names a commercial contractor as the enabler, vendor and supply-chain due diligence should now include the possibility that state campaigns are being run through private firms.
